01 / Background
Turning a five-year report card into one vertical short film
The closing recap of the 14th Five-Year Plan had to fit the economy, innovation, public welfare, governance, green development, security and international cooperation into a single vertical short film. The source material spanned many fields and was dense with data. The key was to find an instantly recognizable scene for every point, so viewers could see what was being discussed and then take in the achievement behind it.
The film pairs each point with a visual and lets the music set the pace. It opens with a city scroll unrolling the report card, cuts to people from different professions running forward, and uses blue chapter cards to divide the content. Bright miniature models carry through buildings, ships, schools, transport and energy facilities, so every big theme unfolds in the same miniature world.
02 / Creative Highlights
Data, scenes and people
01
Bring on the builders, then open the report card
Engineers, students and others run forward in the sunlight, showing a country built together. Between chapters, the film returns to classrooms, a medical center and a grandparent and grandchild on a train, tying the achievements to everyday life so the film isn't just facilities and figures.
02
A scene for every point, so each line has a clear visual anchor
Cruise ships, LNG carriers, the Tiangong space station and the C919 stand for innovation; schools, medical centers and high-speed rail stand for public services. Every field shares the same miniature scale and vivid colors but keeps its own distinctive shape, so viewers recognize the subject at a glance.
03
Layered type that's easy to read on a vertical screen
Blue chapter cards with large type introduce each theme, then white and yellow text within the scenes highlights specific points. We repeatedly fine-tuned how prominent the text is, sentence length, on-screen duration and shot order, editing to the rhythm of the images while respecting the viewer's reading speed.
04
Turning abstract ideas into visible spatial relationships
In the governance segment, a disciplinary ruler is enlarged into the centerpiece of a plaza, coordinated action is shown as columns of vehicles, and the film ends with crowds running toward a glowing gate marked with the next stage. This miniature world holds real engineering projects and also turns abstract ideas into images people can understand, carrying the retrospective toward the future.

Liandan AI Studio × NDRC | Moving a Five-Year Report Card Into a Miniature City
The economy, innovation, public well-being, governance, green development, security and international cooperation: seven major areas and dozens of figures.
All of it had to fit into a two-minute vertical short, and people scrolling on their phones still had to want to watch to the end.
This is the 14th Five-Year Plan achievement recap we made. It went live on the official accounts on October 21, 2025, passing 110M total views across platforms.

01
How Does an Achievement Report Become a Two-Minute Vertical Film?
The starting point was the original text of a report on the achievements of the 14th Five-Year Plan.
The film would be watched on short-video platforms: vertical, and not too formal.
Every sentence in the report matters, but viewers won't stop to read a paragraph.
So the first step wasn't making images but breaking down the report: one key point, one image recognizable at a glance. An aircraft carrier is shown as an aircraft carrier, high-speed rail as high-speed rail, a classroom as a classroom.
In pre-production we broke it down into 52 storyboard shots, each annotated with the report text it matched. The final film settled at around 49 shots in seven chapters, each opening with a blue chapter card in large type.
Clip · 00:18–00:22
Chapter Cards Leading Into Key-Point Shots
The large blue “Economic Development” card flashes by, and the next shot is a golden arrow climbing across the city with the figures standing among the buildings.
02
Why a Miniature World?
A ministry's recap film can easily feel serious and distant.
We wanted a different angle: turning the whole country into a bright miniature city.
Aircraft carriers, nuclear power plants and space stations become models you can study up close, while classrooms, hospitals and train carriages are filled with round-faced little figures. Shrink something familiar and it becomes a bit cuter, and people are happy to take a second look.
Before production, we made a sample from the “Innovation Breakthroughs” section with different music, in versions with and without text, to compare style and pacing. Once the sample set the direction, the whole film used the miniature style.
The benefit of consistency was clearest in the edit: the film jumps from the sea to space to a classroom, but the scale, lighting and materials stay the same, so even fast cuts never feel chaotic.

03
People Belong in the Report Card
An achievement film can't just be one photo of a facility after another; it also has to make people feel united as one, with everyone pulling together.
In the opening we added a group of runners: a female engineer, a construction worker, someone in a white coat and students with backpacks run past the camera one after another, finally merging into a street full of people.
Opening: a female engineer runningThe crowd runs forward together toward the setting sun
The middle chapters keep coming back to ordinary people too: children in a classroom, an elder building blocks with children, a grandparent and grandchild by a high-speed train window.
At the end, the crowd walks out of a maze together and runs toward a gate lit with “15.5.” Five years of achievements finally come to rest on a crowd running forward together.

04
How Do You Film Abstract Ideas?
Some key points came with ready-made images; others didn't.
What do you show for “comprehensive and strict Party governance”? We placed a giant ruler in the middle of a plaza engraved with the words “Strict Party Governance,” instantly clear without feeling heavy-handed.
What do you show for “the difficulties were greater than expected, and the results better than expected”? We had a crowd feel its way through a colorful maze and walk out together.
The giant ruler in the middle of the plazaThe crowd walks out of the maze together
The visuals had to stay close to the original text and still feel light. For food security, for example, an image of a shield framing ears of wheat felt too stiff, so we changed it to a sprout breaking the soil and wide farmland; for private businesses and the global economy, bustling street-side shops and a shopping street replaced the earlier Earth imagery.
First draft: a shield framing ears of wheatFinal: a sprout breaking through the soil
05
Text You Can Read, a Pace You Can Follow
On a vertical screen a shot lasts two or three seconds, so the text has to be read at a glance.
We split the text into two layers: blue chapter cards in large type first tell viewers which area is being covered, then white and yellow text in the scene calls out the specific achievement.
All text animations were made separately and exported as transparent-background videos layered over the footage. Changing a number or rewording a line doesn't require redoing the visuals, and the size and position of the text can be adjusted shot by shot.
We tried several versions of the music and slowed the edit a little so every shot leaves time to read the text, landing the whole film at about two minutes.

Chapter Cards and In-Scene Text
After the large “Innovation” card, two shots, the chips and the Fujian, each carry a line of white key-point text.

What this project achieved
On October 21, 2025, the film was released simultaneously across the official account network on all platforms. It passed 110M total views, 300K+ likes and a single-post high of 12K+ shares.
For us, this project proved one thing:
Government content can be light and good to watch.
A report full of numbers broken into nearly 50 instantly recognizable images; one miniature city holding five years across seven major areas.
AI let us create custom visuals for every key point in just over two months; but deciding which image goes with which point, how the text is laid out and where the people run is still a matter of creative judgment.
FAQ
FAQ
How can a government promo film feel less serious?
This film uses a consistent miniature model style: bright colors, round-faced little figures and engineering models you can study up close. Add footage of people from every walk of life running, and even grand achievements feel approachable. After launch it passed 110M total views across platforms.
How do you explain dozens of data points clearly in a two-minute vertical film?
First break the report down point by point, one image per key point: 52 storyboard shots in pre-production and about 49 shots in the final film. Then divide it into sections with seven blue chapter cards and put only one line of key-point text in each scene, so viewers always know which area is being covered.
How long did a film like this take from brief to launch?
The project kicked off in early August 2025. We first made a sample from the “Innovation Breakthroughs” section to confirm the style, then refined the visuals, text and music section by section, launching on October 21, 2025, about two and a half months in total.
Is it easy to change text and figures before or after launch?
Yes. All text animations in the film were made separately, exported as transparent-background videos and delivered with post-production files, so changing figures, rewording lines or resizing text never requires regenerating the visuals.
Approach
Organizing visuals and type around key points
In pre-production, we first made several test cuts of the innovation segment with different music and captions, then expanded the chosen direction to every chapter. Each segment's visuals, key copy and generated assets were matched one to one, and every replacement, cut and reordering was logged, making it easy to check whether the visuals truly conveyed that segment's content.
Every scene had to respect the meaning of the original text and the light tone of the whole film: for the contribution to the global economy, a bustling shopping street; for food security, a sprout breaking the soil and wide farmland. Phrases like “comprehensive and strict Party governance” and “difficulties were greater than expected” became a ruler in a plaza, a team setting off in formation, a crowd walking out of a maze and a glowing gate to the future, instead of piling up hard-to-read symbols.
Typography was built as separate text animations and delivered as transparent-background video plus post-production project files for easy editing. Every figure and phrase was checked line by line, and the finished film uses chapter cards, musical beats and short shots to guide viewers through a large amount of content.
